@mike: The default permissions on my computers for /var/lib/dpkg were drwxr-xr-x and for /var/lib/dpkg/status it's -rw-r--r--. Can you still reproduce this problem? If not, we will close this bug because of the lack of the information required to reproduce.

  update-manager throws exception rather than running

Status in “update-manager” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: update-manager

  I am using Ubuntu 9.10 - the Karmic Koala.

  When I attempt to run update-manager the following message is
  displayed:

  "Could not initialize the package information

  An unresolvable problem occurred while initializing the package
  information.

  Please report this bug against the 'update-manager' package and
  include the following error message:

  'E:Could not open file /var/lib/dpkg/status - open (13: Permission
  denied), E:The package lists or status file could not be parsed or
  opened.'"
