Bug description:
  Binary package hint: update-manager

  Currently as soon as a new kernel is configured, update-manager
  updates the restart icon in the notification area to be red, and if
  you expand the menu it calls out "restart required". However, there
  may still be other updates running, and it's really not a good idea to
  restart until those have finished. Update manager should wait until
  updates have finished before doing this to avoid potentially confusing
  users that don't realise the implications of restarting with updates
  still in progress.
