This has been (repeatedly) rejected in Debian; we shouldn't diverge from
Debian on this, in light of the reasons Colin gives.

Bug description:
  Binary package hint: base-files

  While the base-files package contains the GPL-2, GPL-3, and the LGPL,
  it does not contain the AGPL.

  While the AGPL might not be as "common" yet, it provides a valuable
  freedom asset against non-free network services, and including it
  within Ubuntu would benefit web developers who respect free software.
