Title:
No longer shows changelog for non-ubuntu packages when using apt-get

Status in “apt-listchanges” package in Ubuntu:
  Confirmed

Bug description:
  Binary package hint: apt-listchanges

When installing packages using apt-get from a local repository, apt-listchanges prints errors like this:
E: changelog for this version is not (yet) available; try https://launchpad.net/ubuntu/+source/xxx/+changelog

Where "xxx" is the package name. Since these packages aren't from
Ubuntu, this isn't too surprising. Unfortunately, it doesn't fall
back to looking into the package.

  apt-listchanges -a <blah> still works.
