Whoops!  I think I'll track that as bug 814448, though, since it's there
now; feel free to subscribe to that bug, and I should have it fixed soon
in Oneiric in any event.

Bug description:
  Binary package hint: base-installer

  Firstly it's great that yo have included Guernsey and the other UK
  islands into your distribution as locations.  It's a nice touch to
  include us Ubuntu users in our small island homelands.

  When selecting Guernsey as a location the next page defaults to a US /
  USA keyboard layout.  It should be UK as per England / Great Britain.
  Though not checked, I suspect Jersey, Isle of Man and others may
  default the same way and should also be set to a UK keymap.
