Bug description:
  Binary package hint: console-setup

  I’m not sure of the correct package against which to file this report.

  I have set up personal keyboard settings in Gnome keyboard
  preferences.

  Whenever keyboard-config (it seems) is updated the X keyboard settings
  reset to defaults. I have to do something like open keyboard
  preferences and change some random setting to get my keyboard settings
  back.
