Bug description:
  Binary package hint: ubiquity

  Lucid amd 64 live cd 20091210

  Kubuntu fails to recommend the correct keyboard after setting time
  zone.  It always suggest USA/USA and not United Kingdom after setting
  the language and timezone to English UK.

  This is a regression over karmic that did this correctly.
