This happens both in software-center and software-center-gtk3, and both
in yesterday's daily build of Ubuntu 11.10 and in a fully updated Ubuntu
11.04.

Title:
Software Center does not enable software sources of dependencies

Status in “software-center” package in Ubuntu:
  New

Bug description:
On a clean install of Ubuntu (or in this case, on the LiveCD), when
the first thing you do is install Flash, Software Center replaces the
usual "Install" button with a "Use This Source" button, because Flash
is located in the multiverse repository.

After clicking "Use This Source", the multiverse repository is
enabled, and the "Install" button is once again displayed. However,
this button doesn't work because, I think, Adobe Flash has
dependencies in universe, which _isn't_ enabled. In this case,
Software Center should in fact also (allow you to) enable the universe
  software source.
