[Bug 657464] Re: Cannot set proxy during installation

During Live CD installation of Lubuntu Oneiric 11.10, this problem
manifested itself TWICE, during the install and after the install.

1.  During the install.  During installation, the automatic updates sub-
task that were attempted failed with timeouts due to the firewall
blocking http, https, and ftp access except through a proxy.  This did
not prevent successful completion of the install.

2.  After the install.  It is possible to run Synaptic Package Manager,
then Settings | Preferences | Network to get updates through the proxy.
However, nowhere in Update Manager, then Settings, can you change the
proxy, so you don't get any updates after your Lubuntu install.  An
ordinary user will not be able to update the system.

3.  After the install.  Running the default Chromium browser, then
Preferences | Under the Hood | Change Proxy Settings, it states "When
running Chromium under a supported desktop environment, the system proxy
settings will be used.  However, either your system is not supported or
there was a problem launching your system configuration," so you aren't
able to browse the web.  An ordinary user is blocked from web browsing.

An attempt was made to locate the needed package which allows the user
to set the system network proxy.  However, this package seems to be
missing in Lubuntu, or could not be found after 2 hours of searching.
The ubuntu-system-service seemed promising, as did gnome-control-center,
however neither let me set the system network proxy.

Please add to Lubuntu the ability to set the system network proxy.  I'm
willing to test anything on the machine behind the proxy in question.
