Yes, this is the problem. I'll add a package override the next time we
rebuild app-install-data, which should be in the next week or so.

Bug description:
  1. Install Deluge (Version: 1.3.2-1) on up-to-date amd64 oneiric (I did using Software Center)
  2. Start Deluge
  3. Receive the following error:
