I just did some more testing. Even if you choose german language and the
german keyboard at installation time, it still not uses a german
keyboard layout during the installation process.

Bug description:
  Hi,

  I just started to install oneiric alpha2 onto a notebook for some
  tests, using the alternate-32bit iso image copied onto a USB stick.

  Usually I choose the english language but the locale for
  Germany/Berlin, since I need the german keyboard and time settings,
  but prefer english language due to the often odd translations (e.g.
  many programs ask in German for yes/no i.e. for Ja/Nein, but still
  accept only y/n). This was working until 11.10, but oneiric denies and
  says it has no settings for this pair of language and locale.

  English should be supported for every locale.
