[Bug 836811] [NEW] upgrade from 10.10 server to 11.04 fails repeatedly

Public bug reported:

>From Ubuntu 10.10 server (32 bit), I executed sudo do-release-upgrade.
After a couple minutes of everything reporting properly, I get an error
stating: ["Invalid Package Information", 'ubuntu-minimal' cannot be
found anymore.  Please report this bug against the 'update-manager'
package and include the files in /var/log/dist-upgrade/ in the report.]
I'm using 1:0.142.23 version of update-manager.  Attached is Apport-
generated files and folders.
