Title:
  do-release-upgrade does not start with locale bg_BG.UTF-8 in 8.10

Status in “update-manager” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: update-manager-core

  package: update-manager-core
  release: 8.10 (64bit)
  package version: 1:0.93.34

  Running do-release-upgrade to upgrade to 9.04 over ssh. After the
  notice that another ssh daemon will be started on port 9004 I answer
  'y' to the question whether to continue. At this point the program
  exits and nothing happens.

  The system is set up with locale bg_BG.UTF-8. After changing the
  locale to 'C' the problem does not appear.
