Title:
  dapper to hardy upgrade fails with local repository

Status in “update-manager” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: update-manager-core

  Firewalled machine running Dapper with local repository entries in
  /etc/apt/sources.list and no internet connection

  do-release-upgrade 
  Checking for a new ubuntu release
  No new release found

  Reason: do-release-upgrade tries to access
  http://changelogs.ubuntu.com/meta-release-lts (in MetaRelease.py)
  which is firewalled and therefore unavailable. /usr/bin/do-release-
  upgrade seems to check for timeout but not for "connection refused"
  with our firewalling. export http_proxy=http://xxx.xxx.xxx.xxx:xxxx
  fixed this, but it took some time to find out because there was no
  error messge.

  Suggested fix: Please report "can't access
  http://changelogs.ubuntu.com/meta-release-lts" or similar in above
  situation.

  Description:    Ubuntu 6.06.2 LTS
  Release:        6.06

  update-manager-core:
    Installed: 0.56~dapper5
