Current versions give an estimated time, so I'm closing this bug. Please
feel free to reopen by marking the status as "new" if you see this in
current versions of update-manager.

  Invalid

Bug description:
  Binary package hint: update-manager-core

  Hello.
  While upgrading a console-only light 9.04 system to 9.10 using "do-release-upgrade", the command will say that:
  "Fetching and downloading updates may take up to few hours".
  I would say this is not a clever move since the subject system needed something like 130 packages upgraded due to its low-n-light nature. Probably it could be worth calculating estimated time on the package amount basis at least.
