AFAICS e4defrag is now included in e2fsprogs of precise as of a few
months ago, so I guess this can be closed for Ubuntu?

Bug description:
  Please include the ext4 defrag and other tools in Juanty.  Currently
  using alpha 3 with all patches as of 2009-01-026 and do not see it in
  the package list on any "...vese"
