usplash is gone for good in newer Ubuntu. it uses plymouth. (According
documentation bug already exists so no point in reassinging, thus
closing.

Bug description:
  Binary package hint: initramfs-tools

  The new upstart-related changes to usplash and initramfs-tools
  prevents the startup splash screen from showing unless the user adds
  "USPLASH=y" to /etc/initramfs-tools/initramfs.conf.  This should be
  documented somewhere.
