  rsyslog is updated too late

Bug description:
  The LTSP client updates the /etc/rsyslog.d/50-ltsp file according to
  the settings in lts.conf only when rsyslog is already running.
  Therefore the changes do not take effect, one has to manually restart
  rsyslog first.
