Bug description:
  Binary package hint: ubiquity

  Currently Xubuntu downloads all the language packs and then removes
  them again at the end of the install.  The skip button draws no
  attention to itself.  It would be better if it made itself better
  known.  At the moment the skip button simply replaces the cancel
  button which on the whole if your doing an install you would ignore.
  Unless you notice the change in word you are don't notice it at all.

  The button would be better if it flashed or changed colour (I'm not
  sure if this is possible).  Currently if you have a dial up modem it
  would be an nightmare to download the packs.  If the button was more
  noticeable than it currently is, then it would save a lot of problems.
