As the original reporter, I am closing this bug report as invalid. I
believe the issue is caused by mixing hard drives. Having one SATA drive
and one PATA drive, the bios confused the drives and the grub was being
written to the non-boot drive. Removing the SATA drive allows installing
to the drive attempted originally.

  Lucid 10.04.3 Encrypted Install fails to install Ubuntu

Status in “debian-installer” package in Ubuntu:
  Invalid

Bug description:
      RELEASE:  Lucid Lynx
      CD/DVD VARIANT:  32bit Ubuntu Alternate CD
      ISO BUILD:  20110716.1

      SYMPTOMS:  After completing the Encrypted LVM drive guided
  installation, when the computer is restarted, the install does not
  seem to exist. This computer has dual hard drives, and the install is
  not in grub. I can still boot to an old installation of 10.10 on the
  hard drive the installation was performed on. The Encrypted install
  included the entire drive, but has failed completely.

      STEPS TO REPRODUCE: 
  1. download the Lucid Lynx 10.04.3 candidate
  2. install using guided encrypted drive, LVM
  3. after installation, reboot the computer when asked.
  4. observe that if there are two hard drives in the computer, the installation does not exist
