There are two related issues here, right? For small screens the output
window's size is bigger than the screen (668638, 798496, ...). For large
screens the output window is small and not resizable (664415, 739647).

Title:
update-manager output window should be resizable and initial size
  should fit the screen

Status in “aptdaemon” package in Ubuntu:

Bug description:
  Binary package hint: update-manager

  Hi,
I upgraded from 10.04 to 10.10 on my netbook.

Due to the screen resolution I wasn't able to open the detail window
(terminal view during) updates, because the action buttons /cancel,
  continue/ are missing.

The window should adapt its height according to the screen resolution
  - maybe scrollbars can be added to the whole window/panel that
  contains the 'details'-window.

As a workaround I closed the terminal view and used alt+mouse to move
the window out of screen to reach the action buttons. This is
impossible if a modal dialogue appears during updates.

Due to the fact that 10.10 aims at netbooks this behaviour were a
great ease for update-manager (especially if things go wrong during
system updates and configs need to be merged a.s.o.)
