The error in your log is:

/etc/init.d/statd: 73: start: not found

The start command is provided by upstart, which is an essential
component of any Ubuntu system; and /sbin is on the standard path.  so
if 'start' cannot be found on your system, this does not appear to be a
bug in an Ubuntu package.  Converting this report to a question.
