You could add theavailable package names from the default repos to a
text file which could be pulled down with apt-get update. The repo isn't
active but the system is aware they exist. The user can then be prompted
if s/he wishes to enable the repo and installation will be smooth. The
file would be updated each time so the system awareness is always
updated. This handles new packages being added.

Bug description:
  Wine needs some packages from multiverse and universe repo. If these are not enabled then apt-get will report an issue. If the command can recognise these are required then automatically offer to enable the repo then this can be avoided. Please see:
