Bug description:
  
  The update-manager window includes a display telling you when the package information was last updated; however, this display is static. Ubuntu is configured to regularly update package information, but an open update-manager window will never notice this.

  This can lead to obviously wrong data, as in the attached screenshot.
  What's worse, if you click the tray icon informing you that there are
  updates, the update-manager is merely refocussed... and still says
  there are no updates. This is misleading and causes confusion.

  To be clear:

  I expect:
  The update-manager window to update when the system's package information has been updated, telling me what packages are ready to be installed

  What happened:
  The update-manager window never updates unless manually told to, assuring users that there are no updates just because they left the update-manager window open.

  (While it's true that this could delay some users applying security
  patches, I don't think it justifies ticking the security vulnerability
  box :-)
