  Apply disabled when trying to completely remove items with residual
  config

Status in “synaptic” package in Ubuntu:
  Confirmed

Bug description:
  Binary package hint: synaptic

  If there are items with the status "Not installed (residual config)"
  and you mark them for complete removal, the Apply button (as well as
  the Apply Marked Changes menu item) remains disabled.

  The only way to remove such items is combining this change with
  others, like installing a new or removing an installed package.

  I also attach a screenshot of how it looks like.
