It is 100% reproducible in my environment - chromium, firefox.

I am on ATI too.

Bug description:
  Binary package hint: unity

  When the left Unity panel is hidden, and the content in the full-
  screen window is scrolled, there is a noticeable delay before
  redrawing the left part of the window. Occurs under fglrx.

  How to reproduce:
  1. Open Unity session, open, e.g. Firefox, load a page with some content (e.g. debian.org or https://wiki.ubuntu.com/NattyReleaseSchedule). Maximize the Firefox window.
  2. Quickly scroll the page up and down. Pay attention to the leftmost part of the window - the area which would be covered by Unity left panel.

  Expected results:
  The scrolling is uniform - the left part scrolls together with the rest of content.

  Actual results:
  The left stripe lags compared with the other content, even though the rest of the window is scrolled smoothly.
