In ubuntu 11.04 there is no more division between Preferences and
Administration, so this bug is no longer valid.

Bug description:
After installing proprietary drivers for an ATI graphics card (fglrx)
ATI Catalyst Control Center, the tool that is used for tuning the
driver's settings, shows up in System->Preferences menu, while it
should appear in System->Administration, because:
- Most changes done with this tool require root password
- It is used for hardware configuration
- Settings in there does neither define how will the system work, nor how will it deal with the graphics card, but how will this hardware itself work, so the settings are not preferences (well, correct me if I'm wrong).
It is just confusing to see this application, which contains low-level
configuration and mostly requires root password, amongst others, that
are used to choose settings concerning how will the system work.
