This sounds like unattended-upgrades should just add this to its
blacklist by default and only notify about it but leave it to the admin
to actually perform the upgrade of this package. OTOH however this would
mean that when people explictely use "really_stop = true" it would still
not get upgraded. If that is really really rare, then I think the
tradeoff is sensible and its better to blacklist then to fail.
