If we're going to be explicitly ignoring input from the keyboard, it
might be prudent to put a message up saying do not power off during the
interval that we'll be ignoring input.

Bug description:
Binary package hint: ubiquity
Pressing the power button should not start the shutdown sequence once
the installer has started writing files to the disk.
