That is actually the correct behavior when notifying of an upgrade.  Does the message keep popping up or were you able to select 'Dont Upgrade' to prevent future pop-ups?

Bug description:
  Ubuntu 10.10
  update-manager 1:0.142.23

  What was I doing?
   Browsing the web.

  What did I expect to happen?
   I expected nothing to happen - perhaps a notification bubble. ( <-- hint, hint )

  What did happen?
   This screen surprisingly pops up in my face, much like crappy Internet advertisements and mal-ware.

  
  This has to be a bug, I mean, Ubuntu devs wouldn't purposefully create something that acts like Windows mal-ware or pop-up ads, right?
