Bug description:
  Binary package hint: update-manager

  The file on http://changelogs.ubuntu.com/meta-release-lts includes the
  details for Dapper and Hardy, but not Lucid. As a consequence of this,
  servers that are set to Prompt=lts won't see a new release until they
  are set to normal when do-release-upgrade is run.
