It should be perfectly legal to install an earlier version of the
package. It could be possible to ignore it in case VERSION_OUTDATED is
set, but other things wouldn't be considered (e.g. missing dependency)
due to premature return statement.

Bug description:
  Binary package hint: gdebi

  Sometimes newer version of package is broken. Because of this it would
  be nice to have ability to install an earlier version of package.
