Looks like network-manager is playing a big part in the failed upgrade.
What is the output of:
apt-cache policy network-manager

Bug description:
Binary package hint: update-manager
Current release is 10.10, no outstanding updates.
I did update from the lucid lynx 10.04. a week (or so) ago.
The distribution update (from the package manager, when it suggests "a new distribution is available") fails with
"Could not determine the upgrade"; I tried it three or four times over the last days, and the error is reproducible.
