The problem here is that if you are logged in via gdm with the
alternative international keyboard set, you cannot remove it.
This is not reflected in the user interface that enables the user to
remove this keyboard.
Either the user interface must be changed so your set keyboard cannot be
removed when logged in (and optionally a message should be displayed
that you should first logout and use a different keyboard), or it should
be possible to remove this keyboard without having to log out.

Title:
Disabling international keyboard only works temporarily
Status in “ubiquity” package in Ubuntu:
New
Bug description:
Binary package hint: ubiquity
During installation I selected the alternative international keyboard.
The problem with this keyboard that a double-quote character doesn't
get typed until a space is pressed. Same for tilde (~) and single
quote (').
I cannot get this keyboard removed. I tried to click on my keyboard
applet, selecting keyboard preferences, removing the alternative
keyboard. But every time I restart, the alternative keyboard is back
again.
