I've figured out what triggers the high CPU usage, not sure how I never
noticed it before. Whenever a USB storage device (my flash drive, my
nook, or my phone, but not things like my printer) the problem starts
and persists until they are removed then the system is rebooted

Bug description:
It's happened before (since Natty was released) where the CPU fan
would spin up and the CPU usage would rise (as I could see on Syspeek)
and never come back down, in the past I thought it was from my
meddling with Plymouth and Kernel setting, but on this Natty install
neither of those things have been done. Now my CPU idles at 30-60%
even with no other programs running, and the boot time has increased
dramatically along with this problem.
I ran top -n 1 | head -n 12 to look at the processes and their usage, which is what lead me to udev and here's the output:
