This bug report is being closed due this bug being fixed with an update
(fixed at least in Natty and newer). For future reference you can manage

Bug description:
  Binary package hint: synaptic

  with the increasing number of netbook laptops with small resolutions
  (like 800x480 or even 1024x576), synaptic cant be used, because it
  gets cut off screen
