Thanks Brian.  I do not believe that this is a hardware nor media issue.
See the bug I reported against Ubuntu 10.04 server. I tried all sorts of
combinations of media, hard drives and optical drives before reporting
that one. The issue occurs when trying to install from a PATA optical
drive to a SATA hard drive. PATA -> PATA works. SATA -> SATA works.

  unable to install boot loader

Status in “ubiquity” package in Ubuntu:
  New

Bug description:
  Binary package hint: ubiquity

  PC is a Dell XPS4600 Pentium 4 with a Seagate 160 GB SATA drive.
  Installation is from 11.04 32 bit live CD.
  Installation fails when configuring boot loader. Message "cannot install boot loader to /dev/sda" and asks me to select another location. I tried other partitions on drive and received same message.  As requested I am attaching syslog and partman files.

  I installed 10.04 successfully then tried 11.04 again. Same error.
