Bug description:
  When, on an oneiric system, I run

      debootstrap --components=main,universe natty natty

  I get:

     W: Failure trying to run: chroot /root/natty dpkg --force-depends
  --install /var/cache/apt/archives/libc6_2.13-0ubuntu13_amd64.deb
