Thanks for reporting this bug. See https://wiki.ubuntu.com/UbuntuDevelopment/NewPackages for more information on how to request applications to be added to the ubuntu repositories (and subsequently the software center). The best would be to have the app packaged in debian, and it would get pulled into ubuntu. 
I am currently marking this bug as a Wishlist item, and removing software-center from the affected packages, as it's not a software-center issue.

  Hello ubuntu-team,

  i found a nice freeware for editing plc-programs..

  ..unfortunately there are no programs for editing industrial PLC's
  (programable logic controller)..

  I have tested it with CoDeSys Wago PLC and it is working, e.g. the export file "MyProgram.exp" modified with
  PLCEdit and imported to the PLC..

  As described it should also work with Siemens.awl and Mitsubishi..
  My question: is it possible to put that software to the ubuntu software center ?
  It'freeware under GNU public license.. I have asked the programmer (a German) why he did not put
  it there and his answer was that he does not know how to..
