I finally managed to get a qemu setup going for powerpc.  For the
record:

  qemu-system-ppc -monitor stdio -m 512 -cpu G4 -M mac99 -bios
/usr/share/openbios/openbios-ppc -cdrom oneiric-mini-powerpc.iso -hda
powerpc-t.img -boot order=d

(You need the openbios-ppc package from Debian.)

Unfortunately, I haven't yet got the network working; bug 789054.
