Agreed, I was very confused when I saw things downloading after I had
unchecked this option.

Bug description:
  Binary package hint: ubiquity

  I created a fat16 EFI-Bootloader Partition and ext4 root- and home-
  partitions. I unchecked "get updates during installation", but it
  downloaded packages nevertheless, which I then skipped.

  I used the 11.04 Beta 64bit downloaded on Friday 15th of April
