Thank you for taking the time to report this bug and helping to make
Ubuntu better.

This is normally a transient situation; running the upgrade again should
resolve the issue.

If is does not work you could try locating the process locking the file
by running:

  sudo fuser -v /var/cache/debconf/config.dat

Killing the process and re-running the upgrade should then resolve the
issue.
