You do only need build-essential. If you are using the standard Ubuntu
gcc, it will find headers in this subdirectory without any problems. The
only problems arise when you use either
- a non-Ubuntu compiler which doesn't know about multiarch paths
- a build system that inspects the filesystem directly, bypassing the
compiler's built-in include path.

Bug description:
After upgrade to Natty my system was suddenly missing the
/usr/include/asm symlink. The responsibility for setting this up had
been moved to gcc-multilib, which was not a direct dependency of gcc
(or build-essential for that matter), only "Suggest".
I'd like to suggest that it becomes a direct dependency of either the
gcc package or build-essential.
