Public bug reported:

I get this error message when shutting down: "Unable to connect to the
system bus: Failed to connect to socket /var/run/dbus/system_bus_socket:
Connection refused". The system shows a dialog where I can chose to
change to a root shell and other options. I open a new bug because Steve
Langasek (vorlon) wrote here that it is another reason:
https://bugs.launchpad.net/ubuntu/+source/sysvinit/+bug/858122/comments/42.

** Affects: sysvinit (Ubuntu)
     Importance: Undecided
         Status: New
