Bug description:
  I have a ThinkPad T61

  After upgrading from 8.04 to 8.10 the fan constantly works at low
  speed.

   /proc/acpi/ibm/fan shows enabled and even reports fan speeds (up to
  3500), yet I can't detect any changes in speed (and i also think
  speeds should go higher).

  Echoing levels to /proc/acpi/ibm/fan changes the values of speed, but
  there's no physical change.

  I tried tpfand, fancontrol, the 'watchdog' command. i disabled all
  before trying the above.

  The result is that when the laptop has intensive CPU work, its
  temperature raises (normally it is ~50c)
