I might have found a solution to this.
Using

sudo apt-get dist-upgrade

I got more useful information, namely the names of the packages causing
the error:

Die folgenden Pakete haben unerfüllte Abhängigkeiten:
 libgtk2-ruby1.8 : Hängt ab von: libatk1-ruby1.8 (= 0.19.3-2ubuntu1)
                   Hängt ab von: libpango1-ruby1.8 (= 0.19.3-2ubuntu1)
                   Hängt ab von: libgdk-pixbuf2-ruby1.8 (= 0.19.3-2ubuntu1)
E: Fehler: Unterbrechungen durch pkgProblemResolver::Resolve hervorgerufen; dies könnte durch zurückgehaltene Pakete verursacht worden sein.

I uninstalled these three packages (and those depending on them) in
Synaptic. The dist-upgrade continues then without the error mentioned in
the bug report. I do not know why I did not get this information from
the Upgrade process using the GUI.

Bug description:
  Trying to update Ubuntu 11.04 to 11.10. After downloading the new
  sources the following error pops up:

  Es konnte nicht ermittelt werden, welche Systemaktualisierungen
  verfügbar sind

  An unresolvable problem occurred while calculating the upgrade:
  E:Fehler: Unterbrechungen durch pkgProblemResolver::Resolve hervorgerufen; dies könnte durch zurückgehaltene Pakete verursacht worden sein.

   This can be caused by:
   * Upgrading to a pre-release version of Ubuntu
   * Running the current pre-release version of Ubuntu
   * Unofficial software packages not provided by Ubuntu

  If none of this applies, then please report this bug using the command
  'ubuntu-bug update-manager' in a terminal.

  Have already deactivated all sources manually, no change. Since I
  never had any pre-release installed and do not have any apparent
  package issues, I think this may be a bug.
