[Bug 888749] [NEW] xdiagnose declares unnecessary dependency on apport

Public bug reported:

xdiagnose currently declares a dependency on apport. This is not
necessary; it seems that xdiagnose includes some apport hooks, but
that's fine to do (and the rest of the package runs fine) without apport
present. This dependency should be changed to a Recommends or Suggests.

The reason is that xdiagnose is useful even if an installation doesn't
want its machines reporting upstream, and apport tends to do that. This
is a regression (of sorts) from lucid, in which nothing important
depends on apport.
