  Fixing of
  https://bugs.launchpad.net/ubuntu/+source/ifupdown/+bug/130437 in
  ifupdown 0.6.8ubuntu18 has broken
  https://bugs.launchpad.net/ubuntu/+source/ifupdown/+bug/78043 causing
  persistent ppp connections to be no longer persistent.

  The situation is now that udev will again call ifdown for disconnected
  ppp connections, and they will not be restarted automatically.
