mountoverflowtmp no longer exists as of 9.10. For 8.04, this is not
critical enough for a Stable Release Update. So, closing as Won't Fix.

Bug description:
  Description:    Ubuntu 8.04.2
  Release:        8.04

  When /etc/init.d/mountoverflowtmp decides it needs to mount a tmpfs at
  /tmp, it mounts one that is so small that many applications fail.  It
  should mount one which is larger, perhaps based on the total memory
  available on the system.  It also needs to notify the user somehow so
  that the situation can be resolved.
