This has been fixed in dpkg 1.15.1.

  * dpkg-source's signature check is now done with gpgv if possible and
    timeouts if not completed within 10 seconds. Closes: #490929

Bug description:
  Binary package hint: dpkg

  Whenever doing "dpkg-source -x package_vvv-v.dsc" if GPG has a stale
  lockfile, dpkg-source just stalls there forever.

  Instead, it should inform the user that GPG has a stale lockfile, list
  the process number that allegedly holds it, then promptly exit with an
  error.
